In January 2011 the Department of Transport (DfT) released the Local Sustainable Transport Fund (LSTF), which is a funding stream of £560m to be spent over 4 years.
The aim of the Local Sustainable Transport Fund is to help build strong local economies and address the urgent challenges of climate change. It reflects the Government's core objectives of supporting economic growth by improving the links that move goods and people and meeting its commitment to reducing greenhouse gas emissions.

Authorities had the option under the fund to submit;
As part of a Large project bid, authorities had the opportunity to submit a Key Component Bid (up to £5m), which contains elements of the Large bid that are ready to commence almost immediately.
The Merseyside Transport Partnership has submitted a Merseyside wide Large project bid and took the option to submit a Key Component Bid.

A new landing stage for the Mersey Ferries has opened to passengers at Liverpool's Pier Head.
